How it works

The Better Access initiative gives Medicare rebates to access psychological counselling from a psychologist, social worker, or occupational therapist. With a valid mental health care plan and referral you can claim up to 10 individual (plus 10 group) Medicare subsidised sessions each calendar year.

Note: Counselling, including relationship counselling, is not subsidised by Medicare. Medicare rebates are available for psychological counselling only.

Mental health treatment plans explained

A mental health treatment plan is a plan for people with a mental health condition. They are issued by your GP,  psychiatrist, or pediatrician – written collaboratively between you and your doctor, outlining your mental health goals and treatment options.

Mental health treatment plans have built-in review points with your doctor, meaning you can’t access all 10 Medicare subsidised sessions in one go. Your doctor must stipulate the maximum number of sessions per referral. Generally, the initial referral allows for 6 Medicare subsidised sessions.

All mental health treatment plans must be dated on or before the date of your psychology counselling session (and must be accompanied by a valid referral).

How do I access Medicare rebates for psychological counselling? (step by step)

Must be eligible for Medicare (i.e., you have a Medicare card).
1
Book a mental health assessment with either your GP, psychiatrist, or paediatrician to discuss your situation, complete an assessment, and explore your goals and treatment options.

Helpful tip: When booking your appointment, state that you want to discuss a mental health treatment plan and referral as you will likely need to book a longer consultation.
2
To process Medicare rebates we require a copy of your mental health treatment plan and referral letter.

The easiest way to submit this paperwork is via email:
referral@irelatehealth.org.au. You can submit this before booking, or any time before your first session.
3
After your 5th or 6th session, you will need to organise a review with your doctor to determine if further sessions are required. Your clinician will write a brief psychological treatment report. If further appointments are required, your doctor will issue you with a re-referral for an additional 4 sessions (total = 10 sessions per calendar year).
